Past Due Accounts

Billing Statements 

Students are encouraged to regularly review their student account and promptly pay any outstanding balance. 
 
Electronic billing statements (eBills) are issued periodically throughout the semester to notify students of outstanding balances. After the semester ends, students with unpaid balances will receive monthly paper statements until the balance is resolved. 
 

Account Holds 

Students with outstanding balances may have a hold placed on their account. Account holds can prevent students from: 
  • Registering for classes 
  • Viewing grades 
  • Receiving a diploma 
To have a hold removed, the outstanding balance must be paid in full. After payment is made, students should contact the Treasurer's Office to request removal of the hold. 
 

Collection Process 

The University makes every effort to assist students in resolving outstanding balances. Accounts that remain unpaid may be subject to additional collection activities and fees as permitted by state law. 
 

North Carolina Department of Justice 

Delinquent student accounts may be referred to the North Carolina Department of Justice, Office of the Attorney General, for collection. Students will receive written notification outlining the amount owed and providing contact information for the University. 
 

Interest Charges 

Student account balances are due by the payment deadline listed on the billing statement. In accordance with North Carolina General Statute 147-86.23, interest may be assessed on unpaid balances. 
 
The annual interest rate is established by the State of North Carolina and is currently 7% per year. Interest is assessed monthly on delinquent accounts at the applicable rate. 
 

Late Payment Penalty 

As authorized by North Carolina General Statute 147-86.23, a one-time late payment penalty of 10% of the outstanding balance may be assessed on delinquent accounts. 
 
This penalty is typically applied at the end of the semester in which the unpaid balance originated. 
 

Third-Party Collection Agencies 

Accounts that remain unresolved after university and state collection efforts may be assigned to a state-contracted third-party collection agency. Additional collection costs may be added to the account as permitted by law. 
 

North Carolina Setoff Debt Collection Act (SODCA) 

Under the North Carolina Setoff Debt Collection Act (SODCA), state income tax refunds may be intercepted to satisfy delinquent debts owed to the University when the outstanding balance is $50 or more. 
 
Before an account is submitted to SODCA, the University will notify the student of its intent to pursue collection through the program. Accounts may be referred to SODCA approximately 30 days after being assigned to the Office of the Attorney General
 
If a state tax refund is intercepted, the North Carolina Department of Revenue will notify the taxpayer. The amount owed to the University, along with any applicable SODCA collection fee, will be deducted from the refund. The University will apply the recovered funds to the outstanding account balance, while the collection fee is retained by the North Carolina Department of Revenue
