New Bank Accounts Notification ReminderAccounting-Comptroller’s Office

Annually, our office surveys the campus to determine if any bank accounts have been opened in the name of the University.  State law requires that all University funds be receipted and disbursed via the University’s Treasurer/Accounting Offices.  Deposits must be made within 24 hours of receipt, or the next business day.

Definition: University Funds (to which this law applies)

University funds are defined as all state and federal appropriations, grants and/or contracts, gifts and contributions to the University, program income derived from University resources, and fundraising activities in the name of the University.

Additionally, funds received or collected through University business cannot be taken to an outside bank for consolidating or converting to a single University deposit.  For example, a class may require a separate fee for individual student supplies or travel/field trip.  The student should deposit their fees directly with the University Treasurer.  In no case should the instructor collect funds and place them in an outside bank, even temporarily.  Financial assistance or any checks payable to the student should not be signed-over to a University employee.  Deposit University funds within one business day of receipt.

Definition: Non-University Funds

Examples of typical non-University funds that do not have to be receipted at the University include student organization dues and student club fundraising monies, or personal donations for bereavement or retirement events.  These funds may be deposited into an outside bank account, but the account cannot be opened in the University name, or with its tax ID number.

In an attempt to comply with the State requirement, we are surveying University departments to determine if any University funds may be on deposit in checking and/or savings accounts at banking institutions other than the State Treasury.

If you are aware of any University funds being moved to or held in an account outside the University/State Treasury, please send a note to Alicia McDougall, director of Accounting-Comptroller's Officewith that information no later than July 31.  You may send the information to the NC A&T Comptroller’s Office, 221 Dowdy Building, or email: aemcdougall@ncat.edu  Completion of this information is mandatory if you are aware of University funds being held in an account outside the University/State Treasury.   No response is required otherwise.

We appreciate your cooperation in helping the University comply with State law.
