Solicitation by Sales Representatives

Unsolicited or non-approved solicitations of University business by outside sales representatives are not permitted. All purchases of goods and services must comply with applicable State of North Carolina procurement laws and policies. These include:

  • Utilizing State term contracts,
  • Engaging in competitive bidding, or
  • Using the small purchase process for procurements under the Small Purchase Benchmark, as defined in the NC Administrative Code and related state policy.

Sales representatives must register with the State of North Carolina to participate in formal bid processes. Prior to meeting with university personnel, prospective vendors are expected to first contact the Procurement Services Office to receive guidance on rules and procedures.

Special Situations

  • Consignment: Departments may not receive goods on consignment while awaiting a confirming purchase order.
  • Demonstration Equipment: Equipment may be received for demonstration purposes only if:
    • All transportation, setup, removal, and insurance costs are borne by the vendor, and
    • Any initial or ongoing materials for use during demonstration are not paid for by the University unless formally agreed to in advance through a separate transaction.
