Federal Surplus Property

Purpose

This establishes guidelines for the acquisition, use, and management of Federal Surplus Property by North Carolina A&T State University. It ensures compliance with federal and state regulations while supporting the University’s operational needs.

General Guidelines

The State of North Carolina maintains a Federal Surplus Property Warehouse in Raleigh (1950 Old Garner Road) for use by state agencies, including North Carolina A&T.

Federal Surplus Property is available to the University at minimal cost. A variety of supplies and equipment is regularly available, suitable for University departmental needs.

Authorization

Requests to use the Federal Surplus Property Warehouse must be submitted through the University Procurement Services Office.

Only items with a clearly identified departmental need and immediate application should be requested.

Acquisition of motor vehicles or office machines requires prior approval from the Business and Finance Office.

Use of Surplus Items

All items must be used in accordance with instructions on the signed agreement provided by the Federal Property Agency.

Federal Surplus Property may not be acquired for personal use.

Disposal of surplus items must follow instructions on the agreement form.

Major equipment items typically have additional restrictions regarding usage and duration of use.

Compliance and Oversight

Departments are responsible for ensuring that:

  • Items are used only for University purposes.
  • Proper records are maintained for inventory and compliance.
  • All federal and state guidelines, including 01 NCAC 43A .0101, are followed.
