Obtaining Excess Government Equipment

Purpose

This establishes procedures for North Carolina A&T State University to acquire excess government equipment in compliance with federal and state regulations. It ensures proper authorization, accountability, and efficient use of government property to support University research and operational needs.

Statement

  • The Office of Research Administration has been designated by the Chancellor as the official office to handle all procurement of excess government equipment.
  • The Vice Chancellor for Research serves as the University Excess Property Facilitator, responsible for overseeing requests, authorizations, and compliance with applicable regulations.
  • Only equipment with an identified University need may be requested or acquired.

Procedures

  1. Departments seeking excess government property must submit requests to the Office of Research Administration.
  2. Requests should clearly state the intended use, department, and urgency of the equipment.
  3. The Office of Research Administration will verify availability, ensure compliance with federal and state regulations, and coordinate the acquisition.
  4. All acquired equipment must be used in accordance with the instructions provided by the federal agency and University property management policies.
  5. Equipment may not be used for personal purposes.

Compliance

Failure to follow these procedures or applicable federal/state regulations may result in revocation of privileges to acquire government equipment, disciplinary action, or audit findings. Departments are responsible for maintaining documentation of requests, approvals, and use of acquired equipment.
