Purchase of Refreshments, Sundries, etc.

Refreshments (coffee, donuts, drinks, etc.) may not be purchased with State-appropriated funds. Such purchases may be allowed, however, against certain grant, contract, or trust funds, providing the funding agency will allow the expenditure.
