Capital Improvement Accounting

The Capital Improvement (CI) function is part of Financial Reporting within the Comptroller’s office. The CI Accountant is responsible for all accounting functions and special reports for capital improvement projects including payment of all invoices and preparing and submitting monthly reports. 

They are responsible for recording and updating budgets for each approved project in the Banner Finance System; processing all revisions and allotments to establish, increase, decrease, or close-out a project. Additionally, the Unit’s responsibilities include reconciling to the North Carolina Financial System (NCFS) and processing entries related to projects which are on the State’s Integrated Budget Information System (IBIS).
